BLD Associates, LLC offers a range of Subsurface Utility Engineering including utility designating, locating, permitting, utility coordination & construction and construction management. Utility engineering and design is sub-contracted to Lamm Engineering Associates and utility mapping to Joyner Land Surveying.
Mr. Davis, during his 34 year career has worked with the following departments of Transportation; North Carolina, South Carolina thru CRM East, Virginia, Georgia, New Jersey, Pennsylvania, various counties and municipalities as well as many private sector firms and utility companies. His experience includes 14 years in Subsurface Utility Engineering with NCDOT L & S division, 7 years in survey and 13 years in roadway design on many state highway projects. In addition he has experience in design drafting of all aspects of highway design, in field survey and construction inspection.
Mr. Davis spent 3 years working for the City of Burlington, NJ. engineer managing their $ 25 million dollar street and utility upgrade program. New water and sewer connections were provided to each homeowner. Utility infrastructure projects were completed on time and under budget. Sidewalks and driveway aprons were replaced and upgraded. New brick sidewalks and light were installed to restore the downtown district to a friendly resident environment. Existing blue stone curb and new stone curb was installed. Existing utilities were placed underground and final street pavement was restored.
Mr. Davis has over thirty-four years experience in Survey, Transportation Design, Construction Inspection and Subsurface Utility Engineering fields. Mr. Davis has over seven years of surveying experience with TOPCON 303GTS and TRIMBLE 4800 & 5700 GPS and RTK instruments, and is a capable MicroStation and AutoCAD operator. He has worked on over one thousand (1,000) projects for the North Carolina, South Carolina, Georgia, New Jersey and Pennsylvania Departments of Transportation and many utility design and relocation projects for municipal and private clients. Mr. Davis has been responsible for over thirteen million dollars of projects in the last eleven (11) years and during that time has rarely missed a project deadline.
Subsurface Utility Surveys Open-End Contracts (NCDOT). Mr. Davis has worked on over 100 SUE projects for Locations and Surveys from Wilmington to Asheville. Many of these Subsurface Utility Engineering (SUE) projects have exceeded seven miles in length. His extensive “hands on” field experience makes him ideally suited for this responsibility. He has performed and supervised all aspects of the SUE process including research, planning, designating, locating, survey data management, reporting and utility base plan preparation. He is thoroughly familiar and experienced in the use of all manners of utility locating equipment and vacuum excavation procedures. He has worked on over One Thousand (1,000) projects for the North Carolina, South Carolina, New Jersey and Pennsylvania Departments of Transportation and many utility design and relocation projects for municipal and private clients. Mr. Davis has been responsible for over thirteen million dollars of projects in the last eleven (11) years and during that time has not missed a project deadline. Some of the projects for North Carolina Department of Transportation include; US-17, Jacksonville (Tip #R-2514A), SR 1001-Marion (Tip # R-2643), As well as projects on Route 70, US 64 Knightdale Bypass, Route 85 Interchange Improvements and Route 55. He was in charge of all DOT projects in North Carolina, South Carolina, Virginia and Tennessee.
Mr. Davis has experience in field survey, aerial data survey, field editing and construction inspection of various state, and county and municipal projects. Combining this with his other skills has given Mr. Davis the ability to work on SUE projects through all phases of their completion.
Bayer Corp. (Clayton, NC Plant) Pharmaceutical Plant Mapping. Scope of services included providing a complete utility survey of the entire property, (which was greater than 100 acres). Mr. Davis supervised the utility designation and location for this project. He supervised the utility designation, reviewed the field sketches and performed the Quality Control in-field review for the project. Mr. Davis worked with the CADD technicians in reviewing the final deliverables to ensure the proper mapping of the designated utilities.
Project Manager: Design of multilane roadway and subdivisions, redesign of drainage system for subdivision. Assisted in FHWA Equal Employment Opportunity Compliance Review.
Utilites and Highway Design Project Manager
- Performed Highway design duties for NCDOT Design Projects including: Horizontal and Vertical Alignment, Cross Sections, Quantity Summaries, Quantity Computations, Widening and Wedging.
- Performed design duties on design-build projects for Savannah District of the Army Corps of Engineers.
- Performed Land Development design duties on residential and commercial projects including: Subdivision roads, Parking lot design, Grading, Erosion Control, Storm Sewer, Sanitary Sewer and Utilities.
- Performed Survey Project Manager Duties including: Construction stakeout setups, Calculation spreadsheets using Excel and Instrument operations.
US 1 / Walnut Street Improvements. Work consisted of the excavation of thirty test holes for road widening and storm sewer design on Walnut Street and US 1 between US 40 and Tryon Road. KCI provided the full SUE service including survey, CADD and traffic control.
City of Raleigh SUE Projects. Mr. Davis served as Project Manager/SUE Analyst on the Tryon Road highway design project during his employment at Taylor Wiseman & Taylor. Working closely as SUE sub-consultant to City of Raleigh, all utilities on Tryon Road between Cary Parkway and Walnut Street were marked, surveyed and plotted. The SUE quality level “B” services provided also included record research and retrieval and project consulting.
On Campus Married Housing Sanitary Sewer Replacement - North Carolina State University, Raleigh, NC - Project manager responsible for topographic survey of existing site and the designating and locating of all underground utilities within the limits of the project. Strict requirements from NCSU about site requirements meant that precise location of all utilities was needed to fit the new sewer lines and manhole structures within existing landscaping and to minimze impacts to residents.
North Chiller Plant - Phase 3A - Piping to Jordan Hall - North Carolina State University, Raleigh, NC - Project manager responsible for identifying and locating all underground utilities within the limits of the proposed 16”, 12” and 10” chilled water supply and return (CHWS&R) lines to serve a section of the NCSU campus south of the proposed Cates Chiller Plant expansion, which includes dry-bore-and-jack casing under Dan Allen Drive. Estimated construction cost: $1.3 million.
Jordan Hall Steam and Chilled Water Service Lines - North Carolina State University, Raleigh, NC – Project manager responsible for identifying and locating all underground utilities within the limits of the proposed steam and condensate service lines, and the Chilled Water Supply and Return Lines for the new Jordan Hall Building addition, along with updating the utilities in conflict with the project for the proposed Chilled Water Supply and Return Lines from the Cates Plant Upgrades.
Quad Steam and Chilled Water Lines, Mann & Burlington Halls Chilled Water Tie-ins, and the Brickyard Chilled Water Loop - North Carolina State University, Raleigh, NC – Project manager responsible for topographic survey and utility mapping for RMF Engineering for Pre-Design of the Steam and Chill Water Line upgrades to support the Quad (Berry, Becton & Bagwell dorms, the Mann & Burlington Halls, and the completion of the chilled water supply and return lines loop for central campus that runs through the ‘Brickyard’ over to Kilgore Hall. A completed topographic map with contours, all underground utilities within the project limits and test holes were completed on time and within budget. The projected construction cost totals $ 48,000.00.
SUE Projects for PSNC: NC 55. Work consisted of the air/vacuum excavation of One-hundred test holes for road widening and storm sewer design on NC 55 between Wake Chapel Road and Holly Springs By-pass. KCI provided the full SUE service including survey, CADD and traffic control.
Memphis-Shelby Airport, Runway Expansion and Access Road improvements. The work included providing a complete utility survey of the entire property, (which was greater than 200 acres). Mr. Davis supervised the utility designation and location for this project. The critical areas on this project was coordinating the runway closures and protecting the FAA fiber optic network. He supervised the utility designation, reviewed the field sketches and performed the Quality Control in-field review for the project. Mr. Davis worked with the CADD technicians in reviewing the final deliverables to ensure the proper mapping of the designated utilities.
University of North Carolina, Chapel Hill Campus, Utility Mapping. Mr. Davis was the senior subsurface utility analyst for the Hot Water Heating Upgrade Project and the Gilsulate Steam Line Replacement Project. His responsibilities included the utility designations and locations for these projects.
Public Service Natural Gas (PSNC), NC. SUE Analyst. KCI provides many utility designating locating tasks for PSNC throughout the City of Raleigh and North Carolina. Mr. Davis was responsible for the supervision of utility locating (Level A) test holes using vacuum excavation techniques.
Mid-Atlantic Associates, NC. SUE Analyst. Mr. Davis is responsible for providing many utility designating services on an on-call basis throughout North Carolina. Subsurface utility locating services are provided to the client to conduct site remediation investigations for hazardous materials. Fuel stations and industrial facilities are common locations
Engineering:Full-time and part-time position computing quantities for estimating purposes. Take off duties included earthwork volumes, fine grading, asphalt installation, pipe location and depth, rock volumes and clearing and grubbing.
Survey Rodperson:Set grade, pipe location and offsets, slope and centerline stakes. Assisted in cross sectioning NCDOT highway projects and project borrow and waste pits.
